Mayor Jaraula Issues Stop Order Vs. Fuzo Negro Waste Disposal At Saguingon Creek

City Mayor Constantino G. Jaraula issued a cease and desist order on the disposal of waste water and sludge made by two operators of septic tank draining services in the city.

Mayor Jaraula ordered Ibalyn Ramos of Fuzo Negro Septic Tank Draining Services and William Ballondo of Puso Negro Septic Tank Draining Services to immediately stop disposing their collected waste into the Saguingon Creek along the borders of barangay Canitoan and Carmen. The order came as a joint team from the City Health Office (CHO) and the City Local Environment and Natural Resources Office (CLENRO) responded to a complaint lodged by the residents of District 6, Canitoan and Carmen. The letter complaint signed by the affected residents of the two barangays alleged that the waste being thrown into the creek by the two operators of septic tank draining services emits foul odor and caused health problems among residents, especially children living in the area. In an inspection conducted by the joint team from CHO and CLENRO, it was confirmed that the disposal of waste excreta and other waste water as allegedly conducted by the said operators has indeed contributed to foul odor emission and contamination at the Saguingon Creek. According to the report submitted by the joint inspection team to Mayor Jaraula, the disposal of waste made by the septic tank drainage service operators poses danger to both public health and the environment. Acting upon this report, Mayor Jaraula called upon P/Sr. Supt. Isagani F. Genabe, Jr. to execute the order and make sure that the operators stop the illegal disposal of waste into the Saguingon Creek and at the same time, backfill the open pit they have dug for their excavated wastes. Mayor Jaraula likewise called upon the CHO, CLENRO, City Legal Office, City Public Services Office and the barangay council of Canitoan to monitor the compliance of the cease and desist order.
