Mayor Constantino Jaraula has big plans to modernize and further improve the city starting with his plans for a River Boulevard, together with the construction of a Legislative Building that will further improve the landscape of City Hall.

Dubbed by Felino Palafox, Jr., as the “Golden Mile” which will run from Paseo del Rio, the flagship project of the Gopel Group of Companies at the foot of the Kagay-an Bridge upt to J.R. Borja, which will be the foot of the proposed 6th bridge, which will connect Suniel Street in Carmen and J.R. Borja, all the way to Cogon market.

Palafox is the world renowned development architect who has been commissioned by the Pelaez family to design and build Paseo del Rio.

The ground breaking of the Legislative Building was done last April with the Mayor of Tainan City, Taiwan and the Taiwanes Ambassador as guests.

A capsule was laid in the area containing the plans of the building and some coins, in line with traditions of Cagaya-nons in ground breaking ceremonies.

A Higaonon ceremony preceded the ground breaking ceremony with a Pamuhatan, a spiritual ceremony aimed to appease the spirits of the land. The ritual included the slaughtering of a pig whose blood was sprinkled over the area where the time capsule was laid.

To the Higaonons this ritual is not just to appease the spirits who are believed to be disturbed by the putting up of a new structure but is also intended to cleanse the area of impurities brought about by the offenses committed by the first settlers of the land against the spirits living there.

During that ceremony The MINDANAO CURRENT interviewed the City Treasurer, Lino Daral, who said that there is enough funds for the building.

“The plan is a ‘progressive’ type and we already have P50Million for its initial phase, as approved by the City Council,” Daral said.

Today City Hall revealed that they already have an approved loan of P500 Million from Landbank for the building.

The Boulevard is a dream of Mayor Tinnex since he became a councilor in 1967. In his last term as councilor that ended 1971 he became the chairman of the River development council which he himself authored which was tasked to clean and develop the river .

When he became mayor last year he pursued this dream again and this time moved closer to its realization when the plans came out with inputs from Mr. Palafox.

At the back of the Amphitheater will be a multi story building which was intended to house the City Library and others. An unconfirmed report however received by The MINDANAO CURRENT says that Koresco, the Korean Hotel at Pueblo de Oro willo be the one who will put up the building in the area.

We have not verified this if this will be another hotel or a multi use building.

With the start of the ground breaking of Paseo del Rio and the construction of the River Boulevard, the Legislative Building and the 6th bridge, Cagay-anons here and abroad are now looking forward to seeing a more progressive and a more beautiful Cagayan de Oro.
